Muhongo Aitumbua Kampuni Iliyoingiza Mafuta FEKI Nchini

SERIKALI imemsimamisha msambazaji wa mafuta Kampuni ya Sahara Energy Resourses Limited ya Nigeria aliyeingiza mafuta ya ndege (JET A1) yaliyochafuka na kumtaka kusafisha matangi pamoja na mabomba ya mafuta ya kampuni zilizopokea mafuta hayo.

Aidha, imeelezwa pamoja na kutokea kwa tatizo hilo la kuchafuka kwa mafuta hayo nchi haitaingia katika ukosefu wa nishati hiyo muhimu kwa kuwa kuna akiba ya kutosha kwa siku 14 na tayari kampuni ya Puma imeagiza mafuta ambayo yataingia nchini Juni 7, mwaka huu.

Waziri wa Nishati na Madini, Profesa Sospeter Muhongo alitoa kauli hiyo jana wakati alipotembea kampuni za mafuta zilizopokea mafuta yaliyochafuka kwa kuchanganyika na petroli jijini Dar es Salaam ili kubaini ukweli wa uhaba wa mafuta ya ndege.

Profesa Muhongo aliiagiza kampuni hiyo ya Sahara Energy Resources Limited ya Nigeria kuhakikisha inasafisha matangi pamoja na mabomba ya mafuta kuanzia leo na kama haitatekeleza hilo itakuwa ni mwisho kufanya kazi nchini.

“Msafishe haya matenki pamoja na mabomba yote kwa gharama zenu. Haya ni maagizo sisi hatuwezi kuendelea kusubiri, hamuwezi mkasababisha nchi ikawa na uhaba wa mafuta kwa majadiliano yenu ambayo hayana mwisho.

“Usafishaji unatakiwa kuanza kesho, kama hautafanyika kuanzia hiyo kesho, basi Sahara isahau kufanya biashara katika nchi hii. Na sio hilo tu hata tenda (zabuni) alizokuwa amepata nazo tutazifuta,” alisema Profesa Muhongo.

Alisema kuwa kampuni hiyo haitakiwi kupewa zabuni nyingine hadi hapo uchunguzi utakapokamilika wa kubaini ukweli wa mafuta hayo kuchafuka kwa kuchanganyika na petroli.

Profesa Muhongo alisema hatua walizochukua ya kwanza ni kumsimamisha kujihusisha na zabuni yoyote itakayotangazwa kuanzia sasa lakini pia kutakiwa kusafisha matangi na mabomba hayo.

Aliongeza kuwa hii ni mara ya pili kwa kampuni hiyo mafuta yake kuwa na tatizo kwani mara ya kwanza mafuta yake yalibainika kuwa machafu akarudishwa nayo.

Awali mwakilishi wa kampuni hiyo ambaye yuko hapa nchini alisema, hawana sehemu ya kuhifadhi mafuta hayo ambayo yamechafuka hivyo wanasubiri meli yao irudi ili waweze kuyaondoa mafuta.

Hata hivyo, kampuni ya kuhifadhi mafuta nchini ya Tanzania International Petroleum Reserves Limited (TIPER) ilimhakikishia Profesa Muhongo kuwa wana nafasi ya kuhifadhi mafuta yote yaliyochafuka, hatua ambayo waziri huyo aliiagiza kampuni hiyo kuhifadhi mafuta hayo katika matangi ya TIPER badala ya kusubiri meli.

“Hilo linatuchelewesha TIPER wameshakubali wana nafasi ya kuhifadhi hayo mafuta, kwa hiyo yahifadhi hapa ili msafishe hayo matenki, ili mafuta yatakayokuja yakute matenki ni masafi,” alisema.

Aidha, alisisitiza kuwa taifa haliwezi kuingia kwenye uhaba wa mafuta ya ndege na yapo ya kutosha siku 14 kwani kampuni ya Puma tayari imeshaomba mafuta kutoka katika kampuni za Total na SP ya Rwanda.

Pia meli ya Puma itaingia nchini Juni 7 na meli nyingine itaingia Juni 13.

Awali akizungumzia hali hiyo, Kaimu Mkurugenzi Mtendaji wa Wakala wa Uagizaji Mafuta kwa Pamoja, Michael Mjinja alisema, meli hiyo iliingia nchini Mei 5, mwaka huu na mafuta hayo yalithibitishwa kuwa na ubora na Shirika la Viwango nchini (TBS).

Alisema baada ya mafuta hayo kushushwa ilibainika kuwa yamechafuliwa hatua iliyowafanya kumuagiza aliyeleta mafuta hayo kuyaondoa.

Naye Mkurugenzi Mkuu wa Mamlaka ya Udhibiti wa Huduma za Nishati na Maji (EWURA) Felix Ngamlagosi alisema, kwa sasa kuna mafuta ya kutosha kwa siku 14 lakini kuna hatua nyingine zinazochukuliwa ili kuhakikisha hakuna uhaba wa mafuta utakaotokea.

 “Hayo yaliyochanganyika kuna hatua zinazochukuliwa ikiwa ni pamoja na kuchukua sampuli za pamoja na sisi ni wasimamizi ili kuhakikisha zinapelekwa maabara na kujua kitu gani kilitokea,” alisema.

Profesa Muhongo alizitembelea kampuni hizo ambazo ni Puma Energy, Gapco Tanzania Ltd, Oilcom, ORXY Energies na TIPER. Meneja wa Huduma za Usafiri wa Anga wa Oilcom, Haruna Magota alimwambia Waziri Muhongo kuwa, mafuta waliyopokea yalikuwa ni lita milioni 8.8 na wao walikuwa na lita milioni 2.6, ambapo mafuta hayo yote yameharibika.

Alisema ukosefu wa mafuta hayo umekuwa ni tatizo kwa wateja wao ambao ni mashirika ya ndege kwani jumla ya lita milioni 10.8 yote yamechafuka.

Aidha aliongeza kuwa wakaguzi wa meli walishawahi kutoa onyo kwa kampuni hiyo kuwa meli zake hazina viwango vinavyotakiwa vya kubeba nishati hiyo.

Aidha kampuni za kuagiza mafuta nchini zilitaka kampuni ya Sahara Energy Resources Ltd ya nchini Nigeria kuweka hadharani uthibitisho wa kuhujumiwa kuhusiana na kashfa ya uingizaji mafuta ya ndege machafu hapa nchini inayolikabili shirika hilo.

Kwa mujibu wa taarifa ya Chama cha Waagizaji Wakubwa wa Mafuta ya Petroli nchini (TAOMAC) iliyosambazwa kwenye vyombo vya habari jijini Dar es Salaam juzi, waagizaji hao waliitaka kampuni hiyo kutaja jina la kampuni au mhusika yeyote anayeaminika kuihujumu kampuni hiyo kama ambavyo imenukuliwa na vyombo vya habari nchini ikijitetea kupinga kashfa hiyo.

“Tunawaomba wenzetu hawa wahakikishe wanakabidhi jina la kampuni au mtu yeyote wanayemshuku kuwa anahusika na kashfa inayowakabili kwa Jeshi la Polisi au chombo chochote cha usalama nchini vinginevyo sisi tutaamini kuwa utetezi wao ni uwongo na unalenga kutafuta njia ya kutokea,’’ alisema Mkurugenzi Mtendaji wa TAOMAC, Salum Bisarara kupitia taarifa hiyo.

Sakata la kuingizwa kwa mafuta machafu ya ndege aina ya Jet A1 na hofu ya kukosekana kwa mafuta hayo nchini liliibuliwa na Mbunge wa Kigoma Mjini (ACT-Wazalendo), Zitto Kabwe wakati akichangia hotuba ya bajeti ya Wizara ya Nishati na Madini kwa mwaka wa fedha 2016/2017, alisema mafuta hayo yatakosekana kutokana na kampuni moja ya kigeni iliyopewa zabuni kuagiza mafuta hayo, kuingiza mafuta ambayo hayawezi kutumiwa na ndege.

  1. Dah aiseee!!! Hiyo ni kashfa ambayo hii Nchi ingeingia katika karne hii haijapata kutokea. Ni jinsi gani kampuni kama hiyo inaweza kupewa tenda na kufanya vitu vya kitapeli kiasi hicho. Kwanza je ni nani hawajui Wa Nigeria kwa utapeli wao???? Je Ndege za watu zingedondoka na kuua mamia ya abiria, Tanzania ingejibu nini?????

  8. Tena kama nina kumbu kumbu vizuri na kwamba katika hizi siku za usoni nchi yetu kwa kushirikiana na State of Kuwait na kwamba wataingiza ndege mbili kutoka Canada.. Sasa hizi ndege msijaribu kujaza mafuta bila kuhakikisha Fuel Bowser zilizopo hapo ni salama na mafuta pia yako salama bila microbes.. la sivyo ... hatima inajulikana.. nawaombeni kila mtu awe muaminifu katika jukumu na kazi anayotenda.. ujanja ujanja hatutaki tusimzzidishie kazi baba JPJM na Mh.
