MESSAGE FROM THE DIRECTOR GENERAL
Since its establishment in 2003, the Tanzania Communications Regulatory Authority (TCRA) has endeavored to maintain its objective by ensuring that communications service licensees offer goods and services that provide value to the public. It is in this regard that we decided, starting from this financial year, to identify, recognize, and reward our stakeholders who have demonstrated an outstanding performance in the promotion of Information Communication Technology and digital economy of our nation.
This event is scheduled to take place at the Mlimani City Conference Hall, on May 15, 2020. However, I want you to note from the outset that the TCRA ICT Awards will carry out an impressive and accountable process as you may notice in this TCRA ICT Guide book. TCRA has prepared this Guide Book to ease your participation in this award.
The purpose of the Guide Book is to outline useful information about the awards as they seek to serve an exceptional purpose. For example, the assessment and selection process of winners is strategically designed to give the public an inclusive opportunity to assess their service providers. Our service providers include: broadcasters, postal operators, online content service providers, multiplex operators, mobile operators and internet service providers. And, the participation is mandatory to all licensees.
TCRA will keep the TCRA ICT Awards’ competitiveness and at the same time, provide high-class platform for our stakeholders to get feedback from their customers, about their services and impact to the society. Hence, it is the responsibility for all TCRA licensees to demonstrate their performance and contributions related to the use of ICT to enable consumers to transform their lives through digital economy.
I am confident that you have now recognized how fundamental this Guide Book is; therefore, read it carefully to achieve this commitment as part of our public service evaluation and a way to hold ourselves accountable.

1.0 THE CONCEPT BEHIND THE TCRA ICT AWARDS 2020
TCRA desires to identify, recognise and reward outstanding performance in the ICT sector in Tanzania, taking into consideration:
Advancement of professionalism in the overall ICT industry in Tanzania.
Quality of regulated goods and services is mandatory.
Appreciation to customers is important.
Necessity of increased consumer satisfaction and productivity.
2.0 OUR STRATEGIC GOAL
“To enhance the welfare of Tanzanians through effective regulations that promote innovation and ensure universal access to secure, quality and affordable communication service”.
This is all about improving the digital economy where creativity and innovation in ICT becomes very critical, hence, the need for organizing the TCRA ICT Awards to promote creativity and innovation. By so doing, the digital economy is built, thus, contributing to the country’s GDP.
The more the innovation and creativity in ICT and its utilization, the more it contributes to the digital economy in Tanzania. The growth of country’s economy leads to improved quality life of the citizens as the results of transactions of economic activities.
3.0 KEY OBJECTIVES
The key objectives for the TCRA ICT Awards are to:
Identify, recognize and reward outstanding players (Individuals and Institutions) that positively contribute, into the ICT industry in Tanzania.
Provide knowledge and information by sharing best practice, experiences and expertise through documentaries.
Foster innovation and creativity in ICT to improve efficiency in service delivery.
Build awareness and confidence to the public in order to accelerate effective use of ICT.
Enhance greater regional collaboration in the development and promotion of local content.
Promote universal access to ICT to enhance digital economy.
4.0 TCRA ICT AWARDS CATEGORIES
The Awards have been careful set to accommodate all TCRA licenses under their marketing segments in the spirit of providing the level playing field. The TCRA ICT Awards categories are:

5.0 THE AWARDS SELECTION PROCEDURE
The award selection procedure will involve:
Submission of Form
Nomination Phase
Public Online Voting
Selection Phase
Award Ceremony
5.1 Submission of Form
Licensees are required to submit of the form online through https://ictawards.tcra.go.tz/ between 31st January and 15th March 2020.
5.2 Nomination Phase
Revision of submitted information will be carried out between 16th March and 31st March 2020. A list of nominated applications will be published in the site https://ictawards.tcra.go.tz/ in their respective categories.
5.3 Public Online Voting
Public online voting of nominated submissions will take place between 1st April and 30th April 2020. Voting process will involve online voting through https://ictawards.tcra.go.tz/ and through free of charge Short Message Service (SMS) using short code 15072 from all mobile networks in the country.
5.4 Selection Phase
Selection of winning participants by group of experts will be done between 2nd May 2020 and 10th May 2020.
5.5 Award Ceremony
Public announcement of winners will be done on 15th May 2020 during TCRA ICT Awards Ceremony and winners will be awarded.
6.0 HOW TO VOTE
Voting will be done per TCRA ICT Awards categories using either of the two methods:
Through online portal https://ictawards.tcra.go.tz/vote
To access the voting platform, voters will be required to enter their telephone mobile number.
Once authenticated, voters will be presented with all categories where they can select nominees and submit their choices.
Once done, a confirmation will be sent to the voter.
Through free of charge Short Message Service (SMS) to 15072 from any Mobile Operator.
Each nominated licensee will be assigned a unique id.
Each category will have a unique identifier.
Voters will be required to send SMS to 15072 with unique id of the licensee and category identifier of their choice.
Vote will be processed and the confirmation will be sent.
7.0 EVALUATION
The evaluation process for each category entails the three stages namely preliminary evaluation, public voting and detailed evaluation.
7.1 The preliminary evaluation will involve all participants where evaluation will be made on compliance and conformity of regulatory requirements.
7.2 Detailed evaluation will be done based on the following criteria:
Compliance and Conformity (20%).
Innovations and Creativity in ICT (20%).
Benefits and impact to the community (20%).
Quality, Functionality and Performance (20%).
7.3 Public Voting will be for participants qualified from the preliminary evaluation and is allocated (20%).
8.0 THE JUDGING PANEL
The Judging Panel shall comprise nine (9) members who will be selected on the following criteria: –
Three (3) experienced international experts from the communication sector.
Six (6) experienced local experts from Government, Private sector, Higher learning Institution, representative of ICT consumer and audit firm.
9.0 THE FINALISTS
The finalists will be given two (2) minutes, on camera, to share their contribution to the development of ICT and its impact to Tanzanian society. The recorded presentation may be used for public presentation.
10.0 APPEALS
Any finalist who is aggrieved by the decision of the Panel of judges may appeal against that decision to the Appeal Board whose decision shall be final.
The Appeal Board shall be comprised of three (3) members appointed by TCRA.
Any appeal must be made in writing and filed within five calendar days of the announcement of a decision/awards to ictawards@tcra.go.tz.
